As said in a statement by the Federal Reserve, "financial institutions are obligated to have an effective, independent real estate appraisal and evaluation program," and that appraisers performing reviews must "have the proficiency and skills to assess compliance with the Federal Reserves appraisal rules and guidelines." WD Brinson & Associates provides appraisal review services that are unbiased, efficient, professional and in accordance with the Federal Reserve's regulations.

Appraisal reviews "must verify whether the appraisal or evaluation is applicable for the transaction, the risk of the transaction, and whether the methods by which the collateral valuation is attained guarantees independence and quality," as stated by the Federal Reserve. They "should also show whether the appraisal or evaluation report is true to the letter of engagement, which gives an account of the capacity of the appraisal assignment." Lastly, the Federal Reserve states that "some banks add periodic reviews with post-funding assessments of appraisal quality for any of their high-risk or high-value affairs as a means to assist in identifying valuation concerns."
